User forwards are not respected in Mail 1.7

When a message is sent to user@ldap.dom.test with forwarding enabled, the forward is ignored.

Steps to reproduce

• Install a user domain ldap.dom.test and the Mail app
• Configure mail domain ldap.dom.test
• Create users user1 and user2
• Enable forwarding for user1 to destination user2
• Send a mail to user1@ldap.dom.test

Expected behavior

The mail is forwarded to user2

Actual behavior

The mail isn't forwarded to user2
