Dynamic bantime slider is not show when dynamic ban is enabled

Steps to reproduce

• Set up dynamic ban in ns8-crowdsec
• Notice that the time retention slider is not show in the UI

Expected behavior

When dynamic ban is enabled, the slider for time retention should be set based on the dynamic bantime calculation.

Actual behavior

Dynamic bantime is a math from the number of attempts and the time duration, but when dynamic ban is set, the slider for time retention is not show in the UI

  ban yourself
  in the ban page you must see a ban with the static ban duration set

• test 2
  set a dynamic ban with x minutes
  ban yourself
  in the ban page you must see a ban with the dynamic ban set (a formule is done with the number of attempts * the bantime duration)

• test 3
  install crowdsec from stable
  set a static ban of X minutes
  upgrade to testing
  the static ban must be still honored after the upgrade, the X minutes ban must still there

• test 4
  install crowdsec from stable
  set a dynamic ban
  upgrade to testing
  the dynamic ban must be still honored after the upgrade, the difference is that you must have a 4 minutes of dynamic ban
