IPSec: route not reactivated when enabled from drawer

When reactivating a previously disabled IPSEC tunnel through the drawer, the associated route is not automatically re-enabled.
However, reactivating the tunnel directly from the kebab menu re-enables both the tunnel and the route

Steps to reproduce

• Disable an IPSEC tunnel and ensure the associated route is also disabled.
• Reactivate the tunnel using the "Edit" button, enabling the toggle, completing all steps, and saving changes.

Expected behavior

Both the IPSEC tunnel and the associated route should be reactivated.

Actual behavior

Only the IPSEC tunnel is reactivated, the associated route remains disabled.
