Fixed amount of Hypercert units

    Decisions: 

• Protocol will be unopinionated
• For now we assume that we will use 10.000 tokens for all the hypercerts in the pilot. We'll set that in the frontend. Users can't change it. When we have the data from the round, we can revise the decision, potentially adding one or two or more zeros.

• Input of allowlist could become percentages, or we need to check they sum to 10K
