Build responsive navigation variants and breakpoint QA matrix

Description:*

• Implement navigation patterns for mobile, tablet, desktop
• Define behavior for collapsed/expanded sidebar and overflow menus
• Add QA matrix for core breakpoints with screenshots
• Design spec (must use; measurable):
  • Tokens per Issue 3
  • Breakpoints: 640, 768, 1024, 1280
  • Touch targets 44px min, pointer targets 36px min
  • Active nav item has distinct visual state and ARIA current

Acceptance Criteria:

• Navigation works across all breakpoints
• Overflow behavior clear and testable
• QA matrix documented with screenshots
• PR includes keyboard and touch interaction proof
