Add 'riding crop' functionality, for limited speed boosts while riding.

Being able to briefly speed up your horse is fun and interactive, while being an important component of horse-racing minigames. Implement a system where players can expend some form of resource to give their mount a brief but significant speed boost.

Possible design could involve right-clicking with a carrot on a stick, possibly consuming durability.
