Add config option to edit maximum potential attribute values

The vanilla horse value caps are pretty limiting, especially with regard to speed. A config option to raise that maximum obtainable value would drastically incentivize breeding. Or if server owners want to limit player abilities, lowering maximum health for example, being able to change that value would be helpful.
