How can we store requirement and meta on a WorkflowStepAction?

ex. If we go to the assign step, we should assign the current user to the issue, or give a selector to assign another user to the issue.

ex. If we have a step that requires a specific role, this must be stored somehow.

Actions should have effects. These can be added by services.
