Get IBC working between Oasis testnet and AtomOne testnet so we can do cross-chain stuff.
Set up Hermes relayer (or rly if you prefer), create IBC connection to atomone-testnet-1, and open a transfer channel (ICS-20). Test sending uoasis to AtomOne and receiving uatone from AtomOne. Document the channel IDs and connection info. Success means we can send tokens back and forth reliably without timeouts.
