Unit 06 still fails spec on IC-B1, IC-B3, IC-B4, IC-B5, IC-B6, and IC-B7 because the repo lacks fresh executed runtime evidence for the full pipeline, doctor/status repair path, sw-ship PR-create path, legacy backfill path, and v0.27.1 comparison.
This is structural follow-up work, not a local debug patch. It needs design-level scoping across eval fixtures, runtime artifacts, and provider-aware baseline/comparison coverage.
