Describe the bug
I think we should prevent users from accessing the edit form of a program. This is already the case almost everywhere on our website I think, but there is still an edit button under Inspect → Operator → Program Name. (if the user connected is linked to the program)
Actually, the update fails, but I think we should disable the edit button for programs (for users)
