Add links between policies

Context

Policy relationships are not fully represented in the current visualization.

Goal

Add explicit links/edges between related policies.

Acceptance Criteria

• Policy-to-policy links are represented in graph data.
• New links render correctly in the UI.
• Existing policy and contract links continue to work as expected.
