Tagging the Docker image from pom.xml versioning

Update docker-build.yml to add a step to retrieve the version from pom.xml and use it to tag the Docker image release.

From what I understand, the goal is to fetch the version (0.2.1-SNAPSHOT) from the POM.xml and use it to tag the Docker image, so it would be something like rrobetti/ojp:0.2.1-SNAPSHOT when built. Is that right?
