Describe the bug

I have been aware about internet safety for a long while. Recently I was forced switched to a windows 11 due to the old computer breaking apart (rip)

But enough chitchat because my new computer is thinking that this file is deemed "unsafe" maybe it could just be true, and windows defender is protecting me or this file is actually safe and this anti virus is just acting up. I know this can actually have proof of being trusted and it's not just a random download site.

No, this is just your computer being overly cautious. The installer you downloaded should be perfectly safe, assuming you downloaded it here on GitHub. This often happens with new releases of programs, especially more obscure programs, because the antivirus/Smartscreen doesn't know much about the new release yet, so it can't be sure that it's safe. In this case, though, it's safe.
