[DEV] Make the service configurable.

Short Description
The remote console service currently has almost all of its configuration hard-coded. We need to audit all of the configuration values in the code base and pull them up to the top level and provide them with sensible defaults and proper documentation.

Definition of Done
All files have been audited and all configs are settable from the environment (and maybe a debug endpoint?), and properly documented.
