Empty tsv file bug while loading

Description
When loading a scan which has an empty .tsv file (likely as the last file in the AVG folder), the loader runs into an error.

To Reproduce:

1. Go to scan 7837 (20.02.2024)
2. Rename file "019_AVG.tsv" to "019.tsv"
3. Cut and paste the file in the AVG folder
4. Run the loader for this scan
5. See error.
