Public link html generation needs to be removed from rest

The public link handling needs to be removed from the rest interface.
As of right now, the rest interface must still be configured with the frontend's web url ONLY because the rest interface serves up an html page with a callback form.
This break the separation of rest and website and makes it hard to dockerize.
