NumPy 2.0 support

This is the meta issue for OpenFE supporting NumPy 2.0 across its stack.

The aim is to have a RC release of OpenFE 1.4 w/ NumPy 2.0 and OpenMM 8.2 support.

since the end-goal here is openfe numpy 2.0, and the pending konnektor numpy 2.0 CI support is tracked here, i'm comfortable closing this issue.
