Bug: dashboard says member doesn't exist/has no data; member does exist and has data #83

Discovered today (not sure how long it's been an issue; may have been in existence since creation) that sometimes when you search a project member in the web dashboard, it shows back no results (implying the person has left the project or was removed), when the metadata download shows they are an active member of the project and has shared valid data.

Dashboard search result view:

dashboard_view

Metadata search result view for the same person:

metadata_view

This seems intermittent; it happened on people who've been longstanding members of our project (from 2017 & 2018), as well as more recent members. (I figured this out by highlighting them in the spreadsheet of the google form they fill out after joining the project, and seeing a few scattered throughout, but the last dozen or so all did not show up).

I have not yet attempted to recreate this in another project. (But now writing this up am wondering if there's something that we changed in the NS data transfer app that makes a person with a more recent upload 'hide' from the search results in the webapp somehow?)

(But until recreated/identifying root cause, I do not recommend anyone use this for cleaning their project for valid data files/members.)
