Update BAG FSD to clarify capitialization on elevation and uncertainty layers #144

Description

@GlenRice-NOAA

I would like to propose an update to the BAG FSD to clarify the capitalization of the elevation and uncertainty layers.

In the BAG file, these layers are all lowercase. The FSD agrees here, but perhaps it could be stated more explicitly since other parts of the FSD talk about these layers with an uppercase syntax.

The current confusion is described by Miya Pavlock:

"if I drag and drop the BAG into QGIS first (without a pre-existing bag.aux.xml file), the layers show up as lower case. If I then drag and drop that same bag with the bag.aux.xml that QGIS creates, the layers show up lowercase in Caris base editor too. -->if I drag and drop the BAG into CARIS base editor first, the layers are uppercase. Keeping the bag.aux.xml that CARIS creates and then dropping into QGIS, the layers stay uppercase."

A simple clarification in FSD might help with future confusion.
