Method for applying new baseline to old pipeline w old baseline

need a method of updating old baseline pipelines with any new changes that come up in baseline

In an order to do this, I feel like we would need to organize the repos a little bit better. Station all the baseline code in specific places and not edit them on the individual pipelines. It would require a large tedious process of manually updating the existing pipelines to this format, but afterwards would offer a nice upside of modularity.
