explore option of running an Wikibase instance on our cloud

Deploying the Docker from the Hub does not immediately work, because it needs root permission. That's possible, but not ideal and the above compose may allow a route to get pods that do not require root.

@egonw Do you know where we can find the Dockerfiles for the wikibase/* images that are used in that compose file? We'll need to look at those to work out what runs as root and why. Probably we'll need to talk with the developers of these as to whether it's necessary to run as root. If its too complex we'll just enable to run as root instead.

@egonw Actually it looks like the Dockerfiles are in the same repo so we can look at these.

Andra Waagmeester has told me repeatedly that he can bring io a wikibase instance quickly whenever we need one. So if you run into any problems with this it might be good to ask him.
