Describe the bug
Assign to me and Reject button in Change request Local validator is not hidden after validating a CR.

To Reproduce

1. Create a CR and request for validation
2. Log in as CR Local validator
3. Verify the created CR in step 1 - popup should appear that it has been validated locally
   See issue here:
4. Click on Assign to me button - this button should be hidden after local validation
5. Reject the CR - this button should be hidden after local validation

Expected behavior
After validating a CR in Local level, Assign to me, Validate and Reject buttons should be hidden
