"Invalid Operation" error during CR HQ validation with Edit Farmer CR

Describe the bug
Encountered an "Invalid Operation" error during CR HQ validation with Edit Farmer CR even if the validation sequence is correct.

To Reproduce

1. In Apps tab, install Farmer demo using Starter
2. Install spp_change_request_edit_farmer
3. Go to Registry tab
4. Create Farmer
5. Go to Change Request
6. Click on New and select Edit Farmer as Request Type
7. Supply the required details
8. Click on Request Validation button
9. Log in as Local validator and validate CR
10. Log in as HQ validator and validate CR - see issue here"Invalid Operation" Error appears

Expected behavior
Users should be able to validate Edit Farmer CRs in HQ level. After HQ validation, CR should be successfully applied
