HQ validator is able to reject CR without being approved yet by Local validator

Describe the bug
In Change request feature, an HQ validator is able to reject a change request despite it not being approved yet by a Local validator.
To Reproduce

1. Create a change request as admin
2. login as HQ validator
3. Locate and reject the Change request
4. Notice HQ validator is able to reject the CR despite it not being approved yet by Local validator.

Expected behavior
HQ validator should only have "read-only" access to the CR until it is approved by Local validator.
