Allow user to paste images into a chat

Users have requested the ability to paste an image into a chat instead of going through the standard image attachment flow. This lets them use an image from their paste buffer instead of having to download the image locally and then upload it.

Ideally this should work in the web, iOS, Android, and desktop apps.
