Torque config templates #150
Description
It looks like the template for torque's config.py is populating the POSTGRES_DB_NAME with the supervisor_torquedata_name.
I assume that isn't intentional -- it makes sense this hasn't manifested in any bug (and probably never will) but if it's an accident we might as well clean it up.
