Update PickSome to Deliberation

Once OpenTechStrategies/PickSome#3 is closed we need to update our deployments of PickSome to use Deliberation instead. Here is what I believe that will mean:

1. Update our competition ansible scripts to use the new tool

Then, on production for each competition:

2. (Manually?) rename the PickSome DB table to Deliberation for that competition.
3. (Manually?) Disable and delete the PickSome extension.
4. Run the Ansible script to deploy Deliberation to the competition? should this just be manually deployed for each?
