Disable import/export when recording

Working on #680 I realized that KmzTrackImporter checks if track that is importing is the recording one to delete it:

            contentProviderUtils.deleteTrack(context, trackId);
        }

I'd disable the import/export options from Settings when OT is recording a track. This will avoid us of problems and it'll simplify all the code and maintenance.

PS/ Already done for setting_reset_key. It'd be to do the same here.
