Why we can't do packet sniffering on openvpn virtual network adapter

I found that packet sniffering is not supported on openvpn virtual network adapter.

Third party VPN implementation: some of them are not detected because of their unclean NDIS intermediate driver structure.

I'm curious if it is the reason, and if there's plan to implement this feature.
