[Resource Loader] add support for localization for Minecraft versions prior to 1.1 #39
Description
While implementing localization is may out of scope, OSL may be able to add some useful hooks to support it. Most notably, a hook to set the selected language code would allow the Resource Loader to load the appropriate lang files.
