Fix the menu and sidebar for improved website navigation

The page header and menu scroll off the top when browsing a long page. Additionally, pages with side bars containing a long table of contents aren't scrollable. Consider making the header and sidebars fixed to improve website navigation.

Viewport space may preclude the fixed header as repository features are added to web-x (i.e. the fixed header may take up too much space).
