Consider a generic token to indicate that code is incomplete #1303

As discussed in #1230 it may be worth considering a new token to indicate that the code is incomplete or otherwise unparseable.

Interesting idea... I'm not sure it would be doable, I mean, what with PHPCS being used in IDEs, there are some many flavours of potential parse errors/incomplete code, but might be worth opening an issue about to think and talk it through some more.
Raising this issue to discuss the idea, even if it is not possible, so that it can be documented and referred to in future if required.
