Failure to build due to missing ps3joy package in ROS Noetic

pr2_teleop_general is failing to build on the buildfarm because ps3joy was removed from ROS Noetic.

Since this repo is unmaintained, I'm inclined to do nothing. It should be fixed automatically when ros-drivers/joystick_drivers#204 is resolved and released.

I am removing the release of this package from Noetic so the buildfarm doesn't keep trying to build it.
