(Feature Request) Movable Target Castbar

I know this is a bit of a weird one but i've been wondering if you can add some kind of simple movable target cast bar? None of the cast bars we used to have work anymore.

My idea was a castbar similar to Blizzard's default one but with some extra customizations like color/size etc.
