Create designs for log viewing

We want the ability to view user activity in the PDC from the administrative interface.  How this looks and what features it includes is still to be determined so the first step would probably be answering that question.

Depending on the use cases we may benefit from explore existing tooling for activity exploration (e.g. Grafana Loki) rather than custom-written interfaces.
