SUMO automated phase transition #30

Hey there,
Thank you for contributing to this open-source benchmark first. It has helped me a lot in implementing and benchmarking.
Just want to raise a potential issue with the current implementation. SUMO has an automated signal transition logic given the signal phase duration. This transition is kind of agnostic to the code interface. The current implementation seemingly does not correct this transition (by forcing duration of each phase of be extremely long, e.g., 99 seconds), or avoid (minor) phases to be too short in tllogic settings in .net.xml files.
Maybe there is addressed in another way that I am not aware. Please correct me if I am ignoring anything. Thank you!
