[Planning] Automate characterizing lookup table for new hierarchical interceptors

Currently, the planner uses a lookup table to characterize the launch angle and TTI of a carrier interceptor carrying a missile interceptor.
We should add a script to automate this characterization procedure to support arbitrary interceptor hierarchies.
