Add all bot commands to Telegram menu and update bot name/description

The Telegram bot is currently missing the command menu (accessible via the '/' button in Telegram). Additionally, the bot name and description should be updated for better user experience.

Proposed changes:

1. Add all available commands to the Telegram bot command menu
2. Rename bot to 'PoliNetwork Bot' (or similar)
3. Update bot description to reflect current functionality
