Update remaining OBR forecasts from March 2026 detailed tables

Context

PR #1512 updated CPI, RPI, average earnings, house prices, per capita GDP, and social rent from the March 2026 EFO Table A.1. However, several variables require the OBR's detailed forecast table spreadsheets, which have not yet been published (expected later on March 3, 2026).

Variables to update

From economy Table 1.7 (inflation components)

• CPIH (obr.cpih)
• Mortgage interest (obr.mortgage_interest)
• Rent (obr.rent)

From economy Table 1.12 (income components)

• Non-labour income (obr.non_labour_income)
• Per capita mixed income (obr.per_capita.mixed_income)
• Per capita non-labour income (obr.per_capita.non_labour_income)
• Household interest income (ons.household_interest_income) — uses non-labour income as proxy

From expenditure Table 4.1 (council tax by country)

• Council tax England (obr.council_tax.england)
• Council tax Scotland (obr.council_tax.scotland)
• Council tax Wales (obr.council_tax.wales)

Other
