Initial exploration of carbon tax categories

Findings

We met on 2022-01-17 and discussed other categories (agriculture, public sector) in the carbon tax model. We also focused on the foreign/domestic and consumption/production details of the carbon tax model: the current implementation is a consumption-based UK carbon tax (equivalent to a production-based UK carbon tax combined with a carbon border adjustment).

Next steps

Document the 2x2 matrix of UK/foreign consumed CO2/produced CO2 and how each is modelled under the existing simulation.
