Prebuilt binary not able to find pdflatex?

I have Version 3.14159265-2.6-1.40.21 (TeX Live 2020/Arch Linux) installed for pdflatex. Running the binary that pandoc.bzl pulls down is fine, so I wonder if new sandboxing stuff bazel does breaks this project?
