ipc with custom headset spawn with zero comms keys

Explain what the bug is and what you expected to happen instead.

spawning as an ipc with any of the custom heads sets not form base game, bugs it out and does not give you any of your base comms, so the for AA you spawn with out any comms keys, same with bridge medic but does not happen if you spawn as a transit prisoner, might be cause the headset for that role is not custom so you still spawn with your keys for said role

1. Spawn as corpsmen or administrative assistant role
2. Do as an ipc
3. See that none of your comms are in your player entity, as the custom headsets bug out with ipcshappen
