Tune autonomy thresholds: per-family emit/suppress rates post-launch

Context

The analyze-artifacts CLI surfaces per-family emit/suppress/create rates from retained decision and proposer artifacts. After initial deployment, the default thresholds (min_consecutive_runs, cooldown_minutes, max_candidates_per_family) should be tuned based on observed signal quality.

Goal

Run control-plane analyze-artifacts weekly for the first month and use the output to tighten or loosen per-family heuristics. Document the tuning loop in docs/operator/tuning.md.

Acceptance Criteria

• docs/operator/tuning.md exists with tuning loop description
• At least one threshold adjustment is documented with rationale
• analyze-artifacts output format is stable and human-readable
