~\.vs\Highlights.xml file nowhere to be found

According to the documentation, the global highlights should be in the following location: ~.vs\Highlights.xml

I'm trying to move my highlights configuration to a different pc but after a few days of searching, import/export settings, I just can't seem to get the settings to merge. This page and the extension mention this path: ~.vs\Highlights.xml, but I can't find it either.

I assume ~.vs would mean: C:\Users<username>.vs but this folder does not exist on my system. Searching entire appdata for Highlights.xml yields no results either.

Is the documentation incorrect and has the settings moved? If so, how can I move my settings without manually entering everything?
