Facility Upgrade trying to do stock behavior

Steps to reproduce:

• Start KSP
• Load a (or start a new) save
• Load KSC scene
• Right-Click on any facility
• Click the upgrade button

Expected behavior: Message saying the upgrade was queued/prioritized.
Actual behavior: Message saying you don't have funds for the upgrade. If I cheated myself the money needed for the upgrade, it'd just do it immediately upon clicking. It seems to be performing stock behavior.

OBS1: Double checked if KCT Facility upgrade was on, it wasn't.
OBS2: If you restart KSP, the issue disappears. Reloading save doesn't fix it, need a full restart.

Hello, I'm doing a sweep of issues on my projects and I can't seem to replicate this one. I recall you did some work on this project with me, did we fix this and thus maybe this issue can be closed? Or are you still experiencing it?
