Randomization for Submitted Assignments

Instead of all assignments having to be manually checked by reviewers, I'd like every 10th assignment to be checked and all the others to be automatically verified. This is done to increase to efficiency of the program and reduce the bottleneck we currently have.

A thought here for the future could be to adjust the probability of review based on the experience of the user, i.e. new users would be flagged for review more frequently, and experienced users less frequently.
