Config file loading

Both the launcher and the game itself need to check if the config file exists, and if not, create a new one based on the default config.

The launcher can already do that.

WORLD.INI reading complete, very limited interface to modelviewer in place.

TODO for each INI file:

• add struct and parsing logic to RGINIFile.cs
• add reading and interfacing to RGINIStore.cs

Currently the config is restored using a "default config", which is just a json stored in the StreamingAssets folder. That's stilly. I should just use the default struct values in the future.
