ATOS reports it has fully initalized when it has not

Describe the bug
The control panel states that atos is initialized even though EsminiAdapter has not yet finished processing the scenario.

To Reproduce
Steps to reproduce the behavior:

1. Start ATOS from the terminal
2. Using any setup (preferably with a complex scenario that takes some time to process), click initialize
3. See that the state changes to initialized before ATOS is fully initialized
4. Pressing connect will not lead to ATOS connecting, after which the user will have to restart ATOS to continue.

Expected behavior
Expected ATOS to switch state to the initialized state only after it has fully initialized.
