Separating tariffs by affected target-audience

When consuming multiple tariffs from a source, there may be a need to diverge tariffs aimed at end-customers, organizations or both. 
This flag-type would assist in harvesting only the type(s) needed by the consumer, where different business cases would stipulate different sets of tariffs.

It's also paramount to get away from string-matching which could be hazardous if done errouneously.
